Repairs Can Require a Permit
R.61-56.104 is explicit that the Department may also require a permit to construct and approval to operate for the repair, relocation, or replacement of an onsite wastewater system or its components when deemed necessary — irrespective of whether there’s any change in use.
So a repair isn’t automatically outside the permitting process. Routine maintenance — pumping, replacing an effluent filter — generally is. Anything that changes the system’s configuration or capacity generally isn’t.
One phone call to your SCDES regional office settles it, and it’s a call worth making before the work rather than after. Unpermitted modifications surface during a sale, when resolving them is most expensive and least convenient.

Repair or Replace?
Problems inside the tank — baffles, filters, lids — are usually straightforward repairs at the low end.
Problems in the drain field — surfacing effluent, persistent saturation, outdoor odor — usually mean field replacement.
Worth knowing: some apparent field failures are actually tank problems. R.61-56 requires inlet and outlet baffles specifically to keep solids out of the field. A failed baffle sends solids where they don’t belong, producing saturation that looks like field failure. Fix the baffle, rest the field, and it sometimes recovers.
A good contractor diagnoses before quoting a replacement. If someone quotes a new drain field without having looked inside the tank, get a second opinion.
The Current Standards Problem
This isn’t a technicality. The standards reflect what’s actually needed to treat wastewater given the vertical separation available, and a system installed decades ago on a high water table genuinely wasn’t doing that job well.
But it does mean the honest answer to “what will this cost” is often “it depends on what the evaluation says.” Get the site evaluation early — it costs a fraction of the repair and tells you which number you’re budgeting for.
What the State Charges — and the Fee It Does Not Publish
South Carolina sets its septic fee in regulation, not in a county schedule, so the answer does not change with where you live. There is one published figure, and there is a second one that the regulation refers to but never states — which is worth knowing before anyone quotes you.
The $150 site evaluation fee is stated in S.C. Code Regs. R.61-56.102, most recently effective May 23, 2025. Confirm the current figure with SCDES before you budget from it. Where a fee is not shown here, we could not retrieve a published figure for it — that is not the same as there being no fee, and we will not print a number we cannot stand behind. Note that SCDHEC’s environmental functions moved to SCDES on July 1, 2024, so older guidance you find elsewhere may name the wrong agency.
Site Preparation May Come First
Under R.61-56.203, where the Department deems it necessary, required site alterations — swales, fill, shaping — must be completed prior to permitting the installation.
On a replacement that’s driven by drainage problems, that’s a real possibility and a real line item. Worth asking about when you get the evaluation.
Who Can Do the Work
South Carolina reportedly requires licensed installers holding the appropriate tier for the system type, and homeowner self-installation isn’t permitted. Confirm with your SCDES regional office if you’re considering doing work yourself.
